Chinese title bar localization

Attached is the NI sample project for localization, that I have modified inserting Chinese language. Why the title of the window is not translated?

Well,

I consider my clients that will use my application localized in different languages, including Chinese. I have to tell them that, to work everything correctly, the language set on my application must match the setting in "Language for non-Unicode programs". All right? Or I can make independent the two settings?
