Can I control my CVI application via a web browser ?
If yes... can I make a simple Dialog Panel to interact with linux users trough a web browser ?

The CVI Enterprise connectivity toolkit (http://sine.ni.com/apps/we/nioc.vp?cid=11128〈=US) provides some very basic functionality to view and control your CVI front panel via the web. It doesn't support type in values or moving controls like sliders and knobs. It just support simple actions like pressing buttons. Outside of that, we don't provide anything for CVI natively to export your front panels over the web yet.
