Up until 2009, CVI used to ship a DVD containing the full MSDN documentation. But Microsoft has stopped updating the off-line MSDN help. Instead, they want everyone to access the documentation online.
NI does have a link to the MSDN site although, of course, it's subject to change at any time. The link is in this page (via the CVI readme).
