I am trying to talk to an HP5384A Frequency Counter through a PCMCIA GPIB card.  Using Measurement & Automation Explorer, it doesn't completely recognize the device, but I do see the instrument ID and (correct) measurement returned so I know there is some communication occuring.  I get the above error when trying to use the VISA Open VI.

You need to install NI-VISA. MAX uses the low level ib commands for detection of the instrument and doing the *IDN? query. NI-VISA is on the LabVIEW device drivers CD/DVD, the CD you got with the GPIB controller, and you can download it from here.

I got the same error, and try to install the package. However, I got the following message attached. Any idea what I should do?
