Refer attached vi, I input a array of 0.38 values into the build waveform function, and dt value of 0.02s. So my waveform  has amplitude of 0.38 with frequency of 5hz.

I feed my waveform into a spectra measurement vi, and lo! the graph I see has a dominant amplitude of 0.38 with frequency of 0hz. How come the dominant amplitude is not at frequency of 5hz?

NO!

Your waveform has an amplitude of 0.328, a sample rate of 5 S/sec and no frequency- since it is a line.  Put a graph on the input to the FFT Smiley Wink
