"Unable to start Tag Monitor"

Apparently, there was a problem with the installer that thought a previous version of the tag monitor was installed even though it was not.

I was able to get it working by doing the following:

1. Uninstall all National Instruments products from my machine. Run
2. MSI blast to find any hidden installs.
3. Deleted all National Instruments registry entries.

Reinstall LV 7.1 and LVDSC 7.1.
