Do you happen to have VSI SVN tools installed? I do and if I lock a file I get a similar glyph.

No need to install another tool, just right click the file in Windows Explorer and choose Release Lock under TortoiseSVN

The title of the post is "project" which is why I thought this was in the project explorer but I guess you can't tell from the tiny image. It shows a library, and a project file locked but not a VI.
I too would expect that if SVN was installed you should know about it but you never know when you are given so little information.
