Thanks for the help but I emailed an NI engineer, turns out it was LabVIEW.
'As you stated the issue you are observing is a result of Unicode (where characters are represented by two bytes rather than a single in ASCII) not being natively supported in LabVIEW. It is possible to use Unicode in LabVIEW through the use of add on libraries or calls to external functions. There is a very good resource which should get you started on this.
