odbc error -2147467259 x80004005 driver could not be loaded due to system error 998 invalid access to memory location

Good morning,

after upgrading the PC to MSOffice 2016, we got odbc error as described in subject (see also attachement).

Is this a matter of installation and account security or wrong security policy ?

I tried running the application as administrator without succes. Same error.
