i want to display multple window in the same VI 

how to create liste of buton  where each button displays a vi or show another displayes like config and test

play with tab controls or with subpanel containers…

SubVI's can show their own front panel when called, which opens in a separate window.  This allows you to have things like a config window popup when you click the config button, while still being part of the same application.
