is there a way of sending a voice by a modem?

Voice: yes it is principially possible if you have an according Voice
capable modem. The according AT commands however are manufacturer
specific and it will be getting harder and harder to get analog modems
in the future. I have not really looked into that other than as a
theoretical exercise because I didn't have a voice capable modem available.

SMS: This is also possible. You have two options:
1) Use a GSM (Europe, Japan) or mobile phone modem (US). This can be a
specific industrial modem or a mobile phone with a modem interface
(cable or even IR).

The commands to send to such modems (at least GSM ones and unless they
use proprietary communication interfaces such as older Nokia devices)
are standar
dized by ETSI and mostly honored by the telephon manufacturers.

2) Most telecom operators have dialup numbers where you can dial in with
a simple modem and activate buzzers, or send messages to Numeric or
Alphanumeric pagers and also SMS devices. However the protocol used by
these message centers are not very standardized. Some common protocols
used are TAP and UCP but there are just as many proprietary protocols
which are often badly documented or not at all. Information is often
hard to get from the telecom operators itself and the most succesful
aproach is actually to search through the source code and configuration
files of several Open Source message center servers such as smash.
