I am trying to install the labview 2009 run-time on a computer that has no NI software of any kind installed.
I am logged into the computer as administrator and the machine is a windowsXP system with plenty of hard drive and memory. I get the follwoing error message:
This says something about Windows Installer is not correctly installed. I then went to the microsoft website and downloaded and re-installed windowsxp installer. Then, re-tryed to install the NI Labview 2009 run-time, with the same results.
What do I try next?

Did you try re downloading the LabView Runtime engine? I would try this and see if it works.

I also try re-downloading the run-time from ni.com full and small install versions. Both have the same results with the same error above discribed.

That's a Windows error, so you should look over this Microsoft KB article: http://support.microsoft.com/?kbid=315346.
Just to rule it out: are you running 64-bit?

I am using WindowsXP SP3 32bit
I did try all the steps in http://support.microsoft.com/?kbid=315346 but I am still getting the same error when trying to install the 2009 run-time 32bit version.
Any other suggestions?

I just want to clarify that you tried to Method 1 and 2 in the Microsoft KB. You tried both reinstalling and reregistering the Windows Installer?

Yes. I tried both methods.

What versions of the Windows Installer did you download? The version linked to the Microsoft KB doesn't support XP SP3. Version 4.5, however does support that service pack.

My windows is XP Pro SP3, and installer 4.5. This is the latest updates from windows update website.
Sould I use a different version?

That version of the installer should be fine. Have you confirmed that the installer service is running as per this Microsoft KB # 324516.
