I'm not sure I understand the problem. I assume you have an installed version of LabVIEW 2009 on your machine, and have downloaded the Vision Development Module for LabVIEW 2009. You need to install it, as well -- there should be a Setup application that will handle this for you.
Once this has finished, you should see the Vision functions on the Block Diagram palette (you may need to make this sub-palette Visible). You can now add the Vision functions to your Block Diagram. Note that to connect to a Camera, you will probably need to add the appropriate Drivers, as well.
