flow meters signal cable is only one.I have connected the flow meter cable signal with the the resistor as u told and then connected both of them to DI 0(oin 14).

You need to connect the COM port on the NI 9401.
A signal is always a two wire connection.
You connect the possitive to pin 14 ( DI0 ) and you connect GND/negative to pin 1 (COM).
And your attached file is missing.
