estimating time delay between simulated signals using cross correlation

I'm trying to localize a acoustic source using three sensors by triangulation method. I tried to use cross correlation to estimate the time delay between the signals. The distance between the sensors are only 3m and the souce is assumed to be nearly 100m away. So the time delay will be of the the order of milliseconds. I tried to simulate the scenario by giving a delay of the order of ms and feeding it to the cross correlation vi. But im not getting the correct time delay estimate from this. I implemented the cross correlation algorithm similar to the one in https://decibel.ni.com/content/docs/DOC-12657 . Could anyone please tell me the reason for this.
