cluster with controls

Help me please!
I have cluster with five controls.
It's possible, that simultaneously ONLY one or two of them can be TRUE (two is max)?
For example, if first and third is TRUE, others could not be set to TRUE until one of them (first or third) will switch to FALSE.

Another possibility would be to filter with an event structure. See attached (LabVIEW 7.0).
