XControl placed on Front Panel does not respond properly to the Auto Tool

I could be missing something here, but does the behavior of an Xcontrol with regard to tool interactions not match the typical paradigm?

 

For example, if I drop this Xcontrol onto a new Front Panel, and then mouse over it with the AutoTool, the shown tool is always the finger (operating tool?).  I can never seem to find an edge that will switch the tool to the positioning tool the way it does on normal controls.  Do I need to implement this manually somehow?

 

If I turn off the AutoTool, and select the positioning tool, the cursor still appears as the hand when mousing over the control.  This time, though, if I click and drag, the cursor changes to the positioning tool and I can move the control around as expected.

 

Is this normal (an expected limitation of Xcontrols)?
