Does the Labview IDE version have to match the LabView RT version?  That is, will code written in LabView 9.0 for LabView RT 9.0 ru in a LabView 8.5 machine?

I'm guessing you mean a compiled, built .exe so yeah you need a matching or superior version. The LabView Runtime Engine is free to download and use, and it's what a computer needs to run a program built in LabView, so there's no real reason not to have the latest version installed in the computer you're running.
