Okay, it was the UART express vi that I was talking about.
So If I start a new myRIO project and open the Main.vi's block diagram.
Then place a UART Express vi from the myRIO function palette, I get a configuration box where I can select the UART channel:

You are using a custom FPGA, not the Scan Engine. That's fine, you will just have different setting menus because of it. The UARTs on the myRIO actually go through the FPGA. So by making a custom FPGA, your setup will have to be at least a little different. But that is also likely why VISA won't work for you here.

How can I use the scan engine instead of the custom FPGA? Or, if I want to use the custom FPGA, how do I configure the UART?
