For anyone else interested in this topic, both Newark and Digi-Key have these things cheap. I've gotten hundreds around here.
The 249 ohm resistor bridges across the 4-20 or 0-20ma signals providing a 1-5v or 0-5v input that the 1102/1303 can read. Very handy for monitoring systems with current output with the spare channels on your 1102/1303 instead of spending money on a new module for current input.
