I notice that the Error message mentions mxsutils.dll. When I hear "mxs", I think of MAX, and when I think of MAX, I think of Drivers. The word "CodeProject3rdParty" was also in the message. Are you using third-party hardware for which you need third-party drivers (maybe including some DLLs)?
For what it is worth, I found 5 msxutils.dll files on one of my PCs. One is located in the MAX sub-folder of Program Files\NI, the others are in the MXS folder of the RT Images folder in the NI folder (looks like three versions of the same file).
