As much I know earlier version save is available from 8.0 and further.. not to earlier version ..
To my understanding, you can save it as far back as you have installed. So if you have 2009, 8.x, and 7.x installed you can convert between the three (1 version at a time I believe).
I'm sorry I can't help you out, but maybe they can help you out here.

This makes it a little tricky to jump down several versions, but it is still possible (if functions arent only available in newest version of LabVIEW).
For example, to save from 2009 to 6.1 you would have to save in the following order:
2009 --> 8.0.x --> 7.1.x --> 7.0 --> 6.1
Instead of simply saving straight from 2009 --> 6.1

There is a thread dedicated to downconverting VI's
For future reference, there is alsoone to upconvert VI's. You can find links to both on top of the LabVIEW Forum.

In 7.1
Has already been provided in the downconvert thread. Besides, the OP asked for 7.0, not 7.1.
