Hi Joe,
I tried to get my hands on a PXI-8119 but was unsuccessful. I tried the User LED VI on other PXI and cRIO targets and did not experience any issues.
You may have already tried this but I recommend formatting the PXI and reinstalling the software on it. You can follow this link to format and this link to re-install software on the PXI.
