No, If VISA and MAX see the COM port an I/O session can be opened. Check the port settings. If the settings conflict with what the device on the other end expect data transfer won't happen.
What's the device? Does you code give you any warnings or errors when you run it? (if so what error?) post a snipette of the malfuntioning code.

hi guys. sorry for the delay. yesterday thanks to a COM arbiter I have disabled them all and I have uninstalled the com driver and installed again. Doing this The com passed to be named COM25 to COM3 and now works fine.
Unfortunately I can't tell you the error that I got because I manage the error changing the code and the message
