While not obvious by the reference to "LabVIEW version" the not compatible error is sometimes resolved by upgrading VIPM:

Hey, I know this response is almost 2 years later, but I was having the same problem.  Stuff would download (sort of...) and then immediately give me that error, turns out the issue is that you do in fact have to run VIPM as Administrator, assuming your user is not the Admin.  One of those obnoxious things that prevent developers from doing their jobs.

Thanks for confirming our observations about this issue.

 

Also, we found that even if you are Administrator, you can still try to Right Mouse Click --> Run As Administrator.

 

If you do not see "Run As Administrator" option, try Shift+Right Mouse Click.
