Will this be fixed at some point? Do you know how painful it is to have an IT person come and login (along with the 3 day wait, piles of paperwork, manager approval, etc) everytime you need to compile an FPGA?

You should only have to run the FPGA compile server from an administrator account once. After the Xilinx license has been activated, you can compile with an unprivileged user account. No need for the piles of paper work
Just as a side note, you had asked earlier why the warning starts with an incomplete sentence "days, this program will not operate." While I was debugging the license problem, I noticed that there are missing carriage returns in the file that confuse the built-in log file viewer. If you use a text editor that can show CR characters to open the log file C:\NIFPGA86\srvrTmp\localhost\<project>\xflow.log, you'll see that some lines end with CR+LF and other just end with a LF character.
