We had the same problem!  The solution was to install NI Device Drivers (3 CDs) on the server computer.  It solved the problem.  We were using LabVIEW 8.5.  The device drivers may contain some NI security libraryfiles.

Specifically you need to install Logos.msi from \Products\NI-Logos directory on the drivers CD. It is the NI login /network security for Networks that includes VI Server, even if no security is used.

I have been using LV 8.2.1 and I ran into this problem so I decided to try 8.5.1 but it still does not seem to be working for me.
I built an application in 8.5.1 that does nothing but run an event structure, it has server.tcp.enabled=True and access set properly.  I then installed 8.5.1 runtime on another machine (this machine also has 8.2.1 runtime and 8.2.1 installed on it)
When I try to connect to this application, from my 8.5.1 machine, I get error 66.

What am I doing wrong??

Look at my earlier reply for this isse and LOGOS.MSI instaltion that fixes it.
