For example I already have the database created but now I want to be able to add and delete users from this database ...

Click on the "add" and "delete" buttons as needed.  You have to give us more info than that.  😉

Search for the name in column 0 (through Index array and Search 1D array), remove the row with Delete from Column, save to file.
