This is all good info. Your observation of 10 volts indicates that the differential input is not referenced to the instrument's ground. Run a jumper from pin 20 to AI GND. You should now see 0 volts. This should be in your manual under the title of Differential Connections or something like that. Earlier boards needed a bias resistor between AI- and ground.

 

Do you still have noise?

Works perfectly.  No more 'noise'.  Thanks to everyone for your help on this one.
