How to keep an object on front panel while scrolling?

I was curious if it was possible to keep an object such as a chart or indicator on the screen while scrolling, similar to how a shopping list will stay on screen as you scroll through a shopping website like Amazon or Apple or a title bar stays on screen while reading an article?

For a solution that works at run time, it could be implemented by reading the scroll position and programmatically changing the location of the object.

Why do you think you need that? Why not use a frontmost subVI with it's own panel?

I thought I needed that because I didn't know of a different way haha. Could you explain how to do the other option (frontmost subVI) ?
