Hmm.. I must have inadvertently used something we did in CVI, or maybe something in there is calling a CVI dll, but I promise you that you do not need CVI to do the reparenting. I am using this functionality in applications in several systems with no cvtrte.dll, so in this demo I must have done something different. I bet if you just want to get the thing working you could download the cvirte.dll thing from somehwere - I don't remember but I assume it is a distributable thing. Sorry about the mistake.
In any case, you are right that since this is windows-specific there are probably issues with making it a part of a labview release that has to be able to run on linux or mac. At the same time I don't see why they can't include it in vi.lib or even create a Windows toolkit as an add-on.
