First, what GPIB controller is in your pc? Is it from NI? If so, what happens when you right click on it in MAX and select Scan for Instruments?

The general syntax for GPIB-VXI with VISA is "GPIB-VXI::nn::INSTR" where nn is the address of the VXI card but I have no idea if that works with a non-NI slot 0 controller like you say you have. You might want to contact the vendor.
