Change default splitter parameters

Hello folk!

I'm wondering if I could tune my LabVIEW to always create new splitters with scrollbars always Off by default and thickness as skinny as possible.

We can do it manually but especially for thickness it might be painfull to reach the correct pixel where I can resize it.
