Can't install Scan Engine: NI-RIO 8.6.1 on a controller?

Anyone ran into this one?

It seems installed onto the PC, but I get this:

I have yet to fathom the reason why(I have discussed this with our R&D department several times) but basically the 3.2.1 driver only allows you to do RSS(recommended software set) installs for RT2009.  The RSS installs, except for minimal, are greyed out for previous versions, and the reasons are that a newer version is available on the host.

The easy workaround for this is to simply do a custom software install and select all of the components you want to install.
