You're probably not targetted to your Blackfin board. If the VI you open is targetted to your computer, the Blackfin VI's won't be available because they can't run on a PC. You will have to create a LabVIEW project, add your Blackfin board as a target, and create a VI targetted to the Blackfin board. The easiest way to do this is from the Getting Started screen. In the lower left-hand corner, there's a Targets box, and you can select Blackfin project. This will bring up a wizard that sets up the project for you and automatically add an Untitled VI targetted to the board you select. When you open that VI, you'll have a Blackfin VI palette available. If not, then my next suggestion is restarting your computer if you haven't already so the installations will all be complete.
