two while loops

Dear,

In my rough thinking in making timer, I tried to realize this with two while loops (see my attachment).

1. Why one(below) of two while loops couldn't be run ?

2. how can the values inside another(above) loop be extracted to the outside or the below loop in real time?

I am assuming from your comments that you posted this somewhere else.  It also sounds like your question is related to LabVIEW and if so you may want to post to the LabVIEW forums.  If not and this is related to GPIB or Serial, please give some more details. Thanks!
