When I turn on the Instron Software to run the Instron (with IEEE enabled), it says that the program is unable to establish communication with the frame.

Sounds like you have a problem with your instrument.  Maybe you should go call up their support.

But some general ideas:

Is the GPIB address in the instrument actually set to 4?

Is the GPIB enabled on the instrument?

Are you sure the instrument is connected via a GPIB cable?

Is the GPIB address in the instrument actually set to 4?

Yes, checked in the ADMIN of Blue Hill

Is the GPIB enabled on the instrument?

Yes, when "IEEE" is enabled, the machine communicates through the 488.2 card.

Are you sure the instrument is connected via a GPIB cable?

Yes, National Instruments 763507B-04, Type X2  GPIB.

I'll try their support again.

You just said the machine communicates through the gpib card but your first post says it doesn't. Which is it? Does the instrument even support the idn query?

Sorry for the confusion.  We recently moved the machine and when we reconnected the machine to the computer, we lost the ability to talk back and forth.  I have been trying to troubleshoot and using the VISA test panel I can get a write command to say:

1.  Write operation (*IDN?\n)

Return count: 6 bytes

But when It ry and read, it throws the error.

I don't know if this means that the write command is getting through or not.

That seems to be an invalid command. Are you sure it's listed in the manual? Can you attach the programming manual that you're using?

Sorry, I am not getting that deep, the VISA program makes the command.  I beleive that "IDN?" is the identification query.  Attached please find the screen that I use to try and communicate with the instron through VISA in NI MAX.

You just can't assume the idn is supported for such an old instrument. You have to read the manual and send a command that is listed. It's not getting deep, it's getting the basics done.
