When VISA is used, the underlying NI-488.2 calls are not displayed. Sorry, I forgot about that.
A SRQ line voltage of 3.2V corresponds to an unasserted state. Since the instrument is unable to set the SRQ line, either 1) that part of the intruments GPIB interface is malfunctioning, 2) the instrument needs a firmware update because it is not responding to commands properly.
If is most likely the former of the two, and the reason why the plug an play driver works is that it does not use the SRQ line. If using the plug and play driver is not an option, then you should consult Tektronics to get the instrument's GPIB interface fixed, or the firmware updated.
