Update:
Turns out to be a hardware issue.
We have two USB-serial cables. One has a Prolific chipset. The other has a different chipset.
The one with the Prolific chipset works fine.
The other doesn't. It's driver may not be quite compatible with Windows 8.1.
Though it worked fine with a different piece of equipment.
The cable with the Prolific chipset was recognized instantly in Windows 8.1

Can you check the handshake lines?
Sometimes (when some galvanic isolation is involved) you need to 'power' the rs232 circuit in the device.
NEXT: REALLY check your cable!!
Do you have switched and or high power devices near ? (Oh yes, the stepper motor 😉 ) check your GND lines for a clean gnd line to the PC !!

Also, a co-worker had another USB-serial cable with FTDI chipset. Needless to say this cable also worked fine.
