Scan For Instruments fails on PCMCIA-GPIB

Hello,
I am trying to setup a WinXP/Profesional PC using PCMCIA-GPIB. The driver I installed is NI-488.2M 2.1 and NI-VISA 2.6. The problem is that the MAX 2.2 software does not find any GPIB instruments by the Scan For Instruments menu. The GPIB controller itself is shown in the MAX's tree view. And it is very strange that the IBIC program can communicate with the instrument using ibfind/ibwrt/ibrd functions.

What I checked with PCMCIA-GPIB are:
Scan For Instruments - can't find instruments
IBIC interctive check - working fine

I also tried it with GPIB-USB-B on the same PC.

It seems the NI-488.2M driver itse
lf is working with both GPIB boards. However, as I see in NI spy, FindLstn function does not return the find result when using PCMCIA-GPIB. Also tried sevaral instruments such as KIKUSUI, TEK, etc, but the symptom was the same.

What is causing the problem?

Could you possibly attach the NI-Spy log to this so we can compare a successful scan for instruments with one that failed? This may help us determine specifically what your problem is.
