I'm using NI Max 16.0.1 on a remote computer, which is the same version I have on my local computer.
On the remote computer, the often useful "Reset" button is missing, but it is present on the local computer.
Does this need to be enabled in some way?

There is nothing you need to enable in order to use the "Reset" button. You could try Repairing the installation of NI MAX on the remote computer. Also are you selecting the same instrument in NI MAX on the remote computer as you are on the local computer?

The screenshots you posted appear to be different versions of MAX. To double check that you have identical versions of NI MAX on each computer, could you generate a MAX Technical Report. This link will walk you through generating a NI MAX Technical Report
