That's correct, the GPIB-USB-B is a replacement for the PCI-GPIB or other card-based GPIB solutions. It allows you to use GPIB instruments on laptops or desktops with USB ports, and is hot-swappable between computers. The GPIB chip internal to the GPIB-USB-B is very similar to the card-based ones, and it fully complies to 488.1/.2. Thus, you are correct: the number of physical devices can be up to 15.
