It appears that Agilent has an instrument driver available for the 6060B in the following location:

VXI plug&play drivers for 606xB Series DC Electronic Loads

The programming manual for this device is also available on Agilent's website. It is available in the following location:

605xA, 606xB, 6050xB Electronic Loads, Modules, and Mainframes Programming Manual
