What a strange little card. I googled the groups and then the web. Found

like stuff you may already have but there's a few LIB files too. Well, at
least now you know it's made by Advantech 🙂 Maybe you could contact them
directly.
You could always check out the Linux-GPIB project:
http://linux-gpib.sourceforge.net/
They don't show your card as being supported but it's worth asking the
developers. I haven't done it myself but I hear it's easy to compile the
source into a windows dll.
The Openg.org project just released some LV libraries that work with the
Linux-GPIB drivers. You would have to modify them slightly to get them
working on windows.
