I don't see how this has anything to do with Instrument Control.

I suppose you could use a DIO module to set up some weird specially communications.  But just using the serial port is by far the simplest method.  It is just VISA calls on the RT side and there are a ton of Arduino libraries for serial communications.

I do think the problem is on the arduino side but nevertheless. Mabye you have an idea.
