ADC (Atmega16A http://www.futurlec.com/Atmel/ATMEGA16A-PUpr.shtml) --> RS232 to USB (CP2102) --> USB port PC.

Is there any particular reason you are using the NI VISA? It probably does not work because it does not seem that you are communicating with any National Instruments products.
