On a related note, is there a way to flag/report content in that part of the ni.com website?
Regular discussion in the community have a "report abuse" link. apparently "projects" do not. How did you find this?
It seems the spammers did not get very far and hte page is very anemic (e.g. no links, etc). I'll notify a moderator.

I found it by browsing through the list of projects and groups (there's a "Browse" button on the nav bar at the top of the page, below the "NI Community" logo)

As altenbach mentioned, above there is an option to "Report Abuse" on NI Community content, from the right side of a page:
Unfortunately, that option is not available for Projects and Groups. Our Community team is aware of this issue, monitoring new group creation to remove these SPAM groups, and working on a fix to cut down on this SPAM problem. We've removed the pages you linked and will continue to monitor and remove these problematic groups.
