how to generate digital output of variable duty cycle and clock source being counter?

thank u WanL for ur reply. 

u described abt varying duty cycle without using counter by regenerating pulses in a loop. but in this case i also want to vary frequency of the two digital pulse trains.

Your sampling rate is fixed by the sample clock. If you want your output frequency to change, you can vary the number of samples per period of the waveform that you generate on each iteration of the loop.
