I need to actuate solenoid valves which operates at 12V DC. All valves are connected to Digital Output Module 9477.But how do I set voltage output level of Digital Module as 12 Volts

The 9477 acts by sinking the voltage down to ground. So the +12V should be on the other side of the solenoid. So when the output is open, no current can flow to ground, therefore the solenoid is off. When the output closes, curent will flow through the solenoid and through the 9477 to GND, activating the valve.

Thanks for the information Crossrulz.Then what do they mean by signal levels of NI 9477 is 5,12,24,48,60V in data sheet of the module

Those are the common digital levels in industry. But that module does not supply any voltage, only sinks current. You have to supply the 12V.

I am planning to use a NI 9477 to directly operate some RF Switches (Keysight L7104B). As the specification states that it is good for switching relays, would this mean that I do not need to add Protection Diodes across the Relay Coils to suppress Back EMF?

You still need to add protection diodes per page 14 of the manual:
