Data write rate - too much!

I'm using an Action module to Write data to hard drive.  The Action module is set to Input Above Threshold but the Write keeps writing irrespective of the threshold.  I only want to Write data above the thresholds and I have piles of written data below it.
 
Also, can I slow the Write rate down.  I only need Write data about every 250mSec.  System is going to run 24/7 and the alarm outputs are crucial, but written data is just for trending.

The Action module does not affect the data flow rate.

You must interrupt the data flow with a Relay module; you can either use a Trigger module to monitor your event, or the Action module, and use it to Open and Close the Relay.

There are a number of data reduction examples in the Help->Tutorial - it's worth the time to read through them. I generally suggest that at least the first 4 chapters / sections be read. It helps set the environment and fundamentals.
